The Department of Administrative Services provides support
to the city manager’s office, city departments and citizens. The department
contains five divisions including: Administration, City Clerk, Human
Resources/Employee Relations, Fleet Maintenance and Building
Maintenance. Some of the programs and services provided are the print shop,
front desk reception/switchboard, passports, Omnibus, Shopping Cart, employee benefits,
workers compensation, and property and liability.
The division reports to the Deputy City Manager. The
Director of Administrative Services position is being replaced with a Human
Resources Manager.
The Building Maintenance Division is responsible for
the city’s assets regarding structures and limited site lighting. The division
repairs and maintains 21 buildings; including the basic interior/exterior
maintenance of the structures, H.V.A.C. maintenance including an extensive
preventative maintenance program, basic remodel, electrical/plumbing repair,
backflow testing, repair and re-certification, prioritizing and managing
capital projects, managing the janitorial contract, furniture construction and
repair, emergency response, energy conservation and documentation, bay
door/gate operators, setup and breakdown of events and other projects.
The Fleet Maintenance Division coordinates the
activities in maintenance, repair, safety, parts and equipment and other areas
of the garage. Staff maintains recordkeeping of all vehicles and inventory of
parts and equipment. The division also monitors the fueling station for proper
operation and availability for fuel. The division reviews the vehicle needs of city
departments and acquires vehicles and equipment to best fit the intended use to
provide the best possible efficiency and user satisfaction with the equipment. The
division purchases and prepares new equipment for service by completing
necessary registration procedures; installing extra equipment such as two-way
radios, lighting and safety equipment and vehicle markings. The division
coordinates liquidation of vehicles including preparation of ownership
documents, maintenance history and auction location.
The City Clerk’s Office is responsible for conducting
elections, producing minutes of city council meetings and the safekeeping of
all official city records and documents.
The Human Resources Division is responsible for
recruitment, processing applications, administering pre-employment tests,
background/reference checks and scheduling pre-employment physicals, new
employee orientation, benefits and new hire orientation, worker’s compensation,
property and risk management. The division is also responsible for employee
wellness programs, supervisory skills academy classes, processing employee
merit salary increases and salary surveys, managing the employee’s files, coordinates
the employee awards luncheon.
The Littleton Municipal Court is responsible for the
processing of parking, traffic and general offense cases filed by the Littleton
Police Department. The court clerk’s office maintains the court calendar, sets
court dates, processes over-the-counter plea bargains, receives payments, issues
subpoenas, processes warrants, posts and disburses bonds; prepares cases for
court, reviews files for compliance with court orders; and prepares appeal
cases. The clerk’s office also arranges for court appointed attorneys and interpreters
as needed. The court administrator supervises staff, schedules judges, prepares
monthly activity statistical report, orders supplies, and processes check requests
and purchase orders. Financial reports are provided to the Littleton Finance
Department on collection of fines, costs, fees and bond and jury fee
disbursements. The court renders verdicts at the conclusion of trials, imposes
sentences, sets conditions of deferred judgment and sentence suspension, rules
on motions submitted by the city attorney’s office and defendants and sets the
fine schedule.
