Rental Property Association of Littleton.
In 1996, the Littleton Police Department, in conjunction with Community Development, began a twice yearly management educational seminar featuring Philip B. Wayne Consultants, Inc. Mr. Wayne presented a two-day workshop called S.W.A.T., or Social Weapons and Tactics to control crime on rental properties.

This training opened the door to a community empowerment project for rental property owners and managers in the City of Littleton. Thus began the Rental Property Owners Association of Littleton, or RPAL.

The purpose of RPAL is to assist property owners and managers in providing quality, safe, and friendly housing; and to help owners understand that satisfied customers are developed through providing good service that is fairly delivered. Through this method of doing business, apartment owners and managers tend to attract tenants who stay longer, and those tenants tend to recommend others to the property.

RPAL meets quarterly in the community room at Littleton Center, 2255 West Berry Avenue. The meeting, hosted by the city’s Neighborhood Resources Coordinator and the Community Services Technician, features guest speakers who specialize in assisting and solving problems related to apartment owners and managers. Topics of discussion include

  • Fair housing
  • Lead-based paint
  • Evictions
  • Crime prevention
  • Meth labs
  • Tenant screening
  • Section 8 housing
  • Marketing your property in a soft market;
  • House and community rules

After the presentaion, there is a question-and-answer period, and also time for landlords to express individual concerns, share ideas, offer suggestions and network.
