The GLYI is a large community collaboration formed in response to the tragic shootings at Columbine High School of Jefferson County in 1999. Representatives from Littleton Public Schools, the City of Littleton, City of Centennial, Arapahoe County Sheriff's Department, Arapahoe/Douglas Mental Health Network, 18th Judicial District Juvenile Assessment Center, Tri-County Health Department, Littleton Adventist Hospital, South Denver Metro Chamber of Commerce, Arapahoe County Library District, South Suburban Parks & Recreation District, Arapahoe Community College, clergy, businesses, non-profits, parents, & citizens came together to develop a strategic approach to enhance the lives of youth in the community.

- Littleton City Council, $100,000 annually (since 2001)
- Business/private donations
