Temporary Building Inspection Policy Changes (11/23/20)

***The Building Division remains closed to the public. The Building Division continues to conduct operations remotely. Remote operations may result in delays in the provision of service, including the performance of field inspections.***

COVID Inspection Acknowledgement and Waiver of Liability Form

In an effort to minimize the spread of COVID-19 and to protect the Building Division staff and general public, the City of Littleton Building Division will enact, effective November 23, 2020, the following procedural changes to the inspection process:

  1. Building Division staff will maintain social distancing of a minimum of six (6) feet at all times when interacting with the general public.

  2. Inspectors shall wear a mask at all times when interacting with the public or while in public spaces. 

  3. Inspection of RESIDENTIAL STRUCTURES will be conducted as follows:

IN-PERSON INSPECTION

a. In-person inspections will continue to be conducted, provided an Acknowledgement and Waiver of Liability form is executed prior to the performance of the inspection and compliance with the requirements set forth in that document is maintained. A separate Acknowledgement and Waiver of Liability form must be completed for each inspection visit.

b. Owners, permit holders, their authorized agent(s), and others present shall be required to wear a mask at all times during the performance of the in-person inspection.

c. Inspectors conducting in-person inspections shall wear, at all times during the inspection, a mask, gloves and shoe covers.

d. Inspectors will not enter or perform inspections in occupied structures without being accompanied by the owner, permit holder or permit holder’s authorized agent.

e. An Acknowledgement and Waiver of Liability form is not required for inspections of exterior projects or unoccupied accessory structures.

f. Property owners, permit holders or their authorized agents may request a remote video inspection in lieu of an in-person inspection. Remote video inspections will be conducted as outlined below. 

REMOTE VIDEO INSPECTION

a. Remote video inspections MAY be conducted, provided an Acknowledgement and Waiver of Liability form is executed prior to the performance of the inspection and compliance with the requirements set forth in that document is maintained. A separate Acknowledgement and Waiver of Liability form must be completed for each inspection visit.

b. Inspection of projects, appliances and components located on the interior of occupied residential structures MAY be conducted virtually through live remote video, provided that inspectors are able to virtually access all areas and verify all aspects of the project necessary to ensure compliance with all applicable codes. Remote video inspection will be conducted using FaceTime or Microsoft Teams applications as follows:

i. The individual or firm requesting inspection is solely responsible for possessing the ability to virtually connect with the inspector(s) through the FaceTime or Microsoft Teams applications.

ii. The trade-specific contractor(s) or homeowner will be present and shall conduct the virtual presentation of the items to be inspected, i.e., the plumbing contractor will conduct the virtual presentation of the plumbing systems and components; the mechanical contractor will conduct the virtual presentation of the mechanical systems and components to be inspected, etc.

iii. The trade-specific contractor(s) or homeowner shall connect virtually with the inspector at the assigned inspection time or upon arrival of the inspector at the project.

iv. The inspector will provide direction to the trade-specific contractor in presenting the items to be inspected and such direction must be fully complied with in order for the inspection to be conducted.

v. Any project that is deemed by the inspector to be too complex in scope or for which compliance cannot be verified for any other reason shall not be inspected or approved through remote virtual inspection.

 

4.  Inspection of COMMERCIAL STRUCTURES will be conducted as follows:

IN-PERSON INSPECTION

a. In-person inspections will continue to be conducted, provided an Acknowledgement and Waiver of Liability form is executed prior to the performance of the inspection and compliance with the requirements set forth in that document is maintained. A separate Acknowledgement and Waiver of Liability form must be completed for each inspection visit.

b. Owners, permit holders and/or their authorized agent(s), as well as all occupants of the structure or area, shall be required to wear a mask at all times during the performance of the in-person inspection.

c. Inspectors conducting in-person inspections shall wear, at all times during the inspection, a mask, gloves and shoe covers.

d. Inspectors will not enter or perform inspections in occupied structures without being accompanied by the owner, permit holder or permit holders authorized agent and execution of an Acknowledgement and Waiver of Liability form.

e. An Acknowledgement and Waiver of Liability form is not required for inspections of exterior projects or unoccupied accessory structures.

 REMOTE VIDEO INSPECTION

**Due to the complex nature of most projects, remote video inspection is not available for commercial projects**

Any incidence of non-compliance with the above procedural changes will result in non-performance or immediate termination of the requested inspection. Inspectors will exercise their discretion when performing inspections to ensure the existence of conditions that provide for their safety and that of the general public and may refuse to perform or terminate any inspection for which unsafe conditions exist. Performance of any virtual inspection is contingent upon the ability of the inspector to ensure compliance with applicable codes and ordinances and may be refused or terminated at the inspector’s discretion. The Building Division will endeavor to maintain its performance of next day inspections for those requests that comply with the above policy changes.
