Building Permit and Development Review System, eTRAKiT

On October 19, 2021, the Littleton City Council approved an ordinance adopting the Unified Land Use Code (ULUC). It becomes effective October 28, 2021.

  • NOTE: Under the pending ordinance doctrine the City is not accepting applications for non-primary rentals at this time. See the STR page for more information.

eTRAKiT Portal

In 2020, the city rolled out a huge new upgrade to its Building Permit and Development Review System, eTRAKiT, implementing new processes to make it easier for applicants and contractors.

With eTRAKiT, the homeowner, developer and contractor may apply and pay for some permits online, submit development applications electronically, request a pre-application meeting, track the progress of their construction projects online, schedule and locate the results of inspections, check plan review status, and view the anticipated date when a permit will be issued. Zoning verification letters may also be requested through the eTRAKiT portal.

Licensed contractors may also log in and view their previous permits using the password found on their Littleton contractor's license.  Archived permits may be requested by using the Open Records Request Form. The completed form must be submitted to the City Clerk’s Office.

Now available in eTRAKiT: Business & Sales/Use Tax License Application, Short-Term Rental License Application, Special Event Permit License Application, Phase II Building Permits and Development Applications

Applicants must confirm that the property address is within the city limits prior to submitting an application.

GENERAL

Q: Who can use eTRAKiT?

A: eTRAKiT is open to all users.  A contractor that is registered with the City of Littleton must sign in using their company name and reset their password. All other users that are not contractors (i.e. homeowners, realtors or insurance agents) are able to create a user account to create an online application or to schedule an inspection.

Q: Will Trakit9 and eTRAKiT work in any internet browser?

A: No, Internet Explorer is the preferred browser as others browsers may block pop-ups.

Q: I have forgotten my Public Login Username and/or Password.

A: Please Click Here to retrieve your username and password.

Q: I am locked out of eTRAKiT. How do I get back in?

A: The eTRAKiT system is set to automatically unlock every 5 minutes. Wait a little while and try again. If after waiting 5 minutes and reattempting to login you are still unable to get in, contact the Permit Center at 303-795-3751.

Q: I keep getting a pop-up that says, "Please verify you are not a robot" but there is no where to verify.

A: Make sure your window is scrolled all the way to the bottom and you should see the nCAPTCHA on the left with a check box for 'I'm not a robot'.

Q: There is no "Apply / New Permit" button on my site, or when I click "Apply / New Permit" button, it blinks and does nothing but take me back to the dashboard.

A:  Ensure all your license insurance paperwork is current with the Permit Center and all license fees have been paid.

Q: I am having trouble locating my permit number when I conduct a search.

A: Be sure to enter the permit number exactly as it appears on your permit. The number needs to be entered in the “search for” field. For example, BLDG13-1234

Q: As a homeowner doing my own work at my home, am I required to obtain a permit?

A:  A building permit is required at any time there is an addition, alteration, repair or conversion to the main structure or an accessory structure. More information may be found under the Homeowners section of Building & Inspections on the city website. If you have any questions about whether or not a permit is needed, contact the Permit Center at 303-795-3751.

Q: My address isn't found in eTRAKiT.

A: The address may not be in the City of Littleton's jurisdiction or city limits. Check our address wizard.

 

PAYMENT

Q: Can I pay for my permit or application online using eTRAKiT?

A: Yes, credit card payments (Visa, Master Card, Discover and American Express) are the preferred method of payment and can be paid online. 2.2% of the total transaction amount will be added as a service charge to credit card payments. We will still accept payment at the counter. ECheck should be available soon.

Cash may be accepted at the Permit Center counter for small items such as zoning letter requests, but is not preferred.

Q: Is there a credit card processing fee that I have to pay?

A: Yes, 2.2% of the total transaction amount will be added as a service charge to credit card payments.

 

PERMIT AND APPLICATION TYPES

Q: What types of permits am I able to submit online? 

A: Phase I made the following building and development permits available through eTRAKiT beginning on June 22, 2020:

  • Roofs
  • Water Heaters
  • Right-of-Way (ROW)
  • Grading (G)
  • Floodplain Development Permit (FPD)
  • Sewer (SEW)
  • Zoning Permits –
    • Temporary Use Permits, Home Occupation
    • Residential Fences/Commercial Fences
    • Amplified Sound -Residential and Commercial

Phase II added the following permits to eTRAKiT beginning on September 17, 2021: 

  • Residential Accessory Structure
  • Residential Single Family Addition
  • Residential New Single Family
  • Residential New Two Family Dwelling
  • Residential New Townhouse
  • Residential Interior Remodel
  • Residential Basement Remodel
  • Residential Retaining Wall
  • Residential Pools or Spas or Hot Tubs
  • Residential Patio or Deck
  • Residential Patio or Deck Cover
  • Mobile Homes
  • Sub Permit Types:
    • Deck, Interior Remodel, Patio or Deck Cover, Siting/Setup, Electrical, Miscellaneous, Mechanical, Plumbing, and Roofing.

    The city is looking to add more permits for online application in the future. Most of those permits should be applied for using the paper permit application and emailed to permits@littletongov.org. Visit the city's permit application page for more information.

    Q: Can I apply for a Short-Term Rental License through eTRAKiT?

    A: Yes, Short Term Rental License Applications were added to eTRAKiT on February 24, 2021. Licensees will no longer use the online Business & Sales/Use Tax Application for this purpose.

    For Current STR License holders: All current businesses, including property management companies, operating a Short-Term Rental are required to complete a new application to comply with short-term rental requirements. Once you complete the online eTRAKiT application, your new license will include both a Business & Sales/Use Tax License  and a Short-Term Rental License.  This process should be started with enough time to have the process completed by the deadline of March 31, 2021 since the process can take 4 weeks or longer if missing information.  

    For New STR License holders: All new businesses, including property management companies, operating a Short-Term Rental are required to complete an application to comply with short-term rental requirements. Once you complete the online eTRAKiT application, your license will include both a Business & Sales/Use Tax License and a Short-Term Rental License.

    Q: Can I apply for a Business &Sales/Use Tax License through eTRAKiT?

    A: Yes. Business & Sales/Use Tax License Applications were added to eTRAKiT in June 2021.

    Q: What types of development applications can I apply for through eTRAKiT?

    A: Development application processes are added to this tool regularly. If you do not see the application available for online submittal check back often. Users can still monitor process of permits and projects through https://permit9.littletongov.org/eTRAKiT/ even if the application was not created online. 

    Q: Can I request a zoning letter or a new address through eTRAKiT?

    A: Yes, Zoning Letter Requests and Addressing Requests are considered application types and may be applied for through eTRAKit as a project type.

    Q: Can I request a pre-application meeting through eTRAKiT?

    A: Yes, all pre-application meetings should be requested through eTRAKiT as an application type. See the how-to instructions for help on navigating this process.

    Q: Am I able to apply for a Contractors License through  eTRAKiT?

    A: Not at this time. Please mail all required documents along with payment to the address at the top of the license application.

    Q: How do I apply for an appeal?

    A: Appeals of any final board, council, or administrative decision may be made through eTRAKiT by choosing 'Appeal' as the project type. The exception to this would be an appeal to the Building Board of Appeals. For information on BBoA appeals, please contact the Permit Center.

    Q: Do I need a Sewer and Right-Of-Way permit to work on the sewer line within the City's Right-of-Way?

    A: No, a Sewer permit will allow work within the City's Right-of-Way. A Right-of-Way permit is not required if a Sewer permit is issued.

    Q. Does the City have templates for Traffic Control available?

    A: Yes, various Traffic Control templates are available on the Engineering Standard Details page.

     

    INSPECTIONS

    Q: Can I schedule building inspections online?

    A: Yes, we are only scheduling building inspections through the eTRAKiT portal beginning June 22. See the how-to instructions or video for help on navigating this process.

    You can also view your inspection results using eTRAKiT.  Engineering inspections should still be requested through the Engineering Division by calling 303-795-3863 or by calling your Engineering Inspector directly. Their name and number are listed on the permit.

    Q: Can I schedule engineering inspections online?

    A: No, we are only scheduling building inspections through the eTRAKiT portal at this time. Engineering inspections should still be requested through the Engineering Division by calling 303-795-3863 or by calling your Engineering Inspector directly. Their name and number are listed on the permit.

    Q: Why can't I pick a date for my inspection?

    A: You have to click "Add Inspection" before the date drop down box will appear.

    Q: Can I cancel an inspection from eTRAKiT?

    A: Yes, but only if the inspection has been scheduled.
